Drill out the rivets and replace with some small, like #10-24, screws with locknuts. Make sure they don't protrude to the inside and interfere with the recoil, and make CERTAIN that they're tight. Maybe even a dab of purple loc-tite on them to be sure. (But don't use the red loc-tite; you'll never get them unscrewed if you ever need to. The purple stuff is the lowest strength formulation, made for small fasteners and made to be non-permanent. Good luck!

Warning: This isn't easy, I'm doing it on a Briggs, exact same setup, even black, but winds up other way. Not all recoils go counter-clock wise! It is for a 1995 model

David, I am having problem putting the cap back. Thecentre metal part does turn when I put the cup into place. The crazy part abou to all of this isthe fact that the Center metal part does fits into to the plastic coil and turn properly when the filter is not in place.. Please get backto me on this one.

Well Dave; you make this look so easy the way you do it...but I have to agree with a previous commenter....
There is an easier way! At least for me, and I suspect many others.
I suggest that you follow the procedure outlined earlier here by tsaw1583. In addition...when I had trouble feeding the rope through...I solved that by attaching it to a piece of stiffer wire with tape. Made that part way easier.
In addition to being easier; I submit that tsaw1583's method is safer as well.

Hey . . . you should've looked alittle lower . . . there should be 3 screws attaching a larger casing over the pull start area. Then when you take apart the mower it will basically look like his.

at 50:00 yes lube that puppy,just don't use grease. that will cause the ball bearings to stick and,not return.
